at sa ating mga kasamahan sa ahensiya dahil tayong lahat ay responsable sa
bawat isa. Madalas, sa loob ng isang organisasyon ay hindi nagkakaroon ng
KATUPARAN ang mga ganitong PAGPAPAHAYAG dahil may NATATAKOT, NAG-IINGAT o
UMIIWAS na MASAKTAN ang SINOMAN. Subalit sa ating organisasyon, sa panahong ito

kailangan MAGPAALAM sa Asosayon upang ISAKATUPARAN ang aking SINING at ang MATINO
at MALAYANG PAGPAPAHAYAG ng aking SALOOBIN. Hindi rin po ito ang OPISYAL na
PANINDIGAN ng Asosasyon dahil ito ay PERSONAL kong KRUSADA na matagal ko nang ginagawa. Hindi ko rin po ginagamit ang SWEAP sa
pansarili kong interes. Buo po ang RESPETO ko sa inyo, sa KAGAWARAN at sa Asosasyon.
Ang RESPETO pong ito ay TUNAY at TOTOO at HINDI MASUSUKAT sa pakikipag

The President missed the right opportunity to show real compassion to the grieving families of the fallen PNP-SAF Commandoes. He also failed to educate young Filipinos how and when true compassion is communicated by a loving father although he usually say "Bilang Ama ng Bayan." Even in his speech during the necrological services at Camp Bagong Diwa, Taguig City, he was not communicating compassion, he was reading and narrating his own experience.<br />

As Pope Francis said: “It’s dangerous to lose that human sensibility that lets you cry with those who are crying, and celebrate with those who are joyful.”<br />
<br />
Indeed, many claim that they are intelligent but fail to understand and distinguish people's emotions and his own. As such, they fail to think and behave appropriately to situations. - Here lies the real misencounter.<br />

Knowing the policies and procedures of the program will enable the committee to formulate logical questions rather than politically motivated queries; gather true information from true beneficiaries to gain insight on how they are being served which cannot be done by a rehearsed witness; gather reliable information from DSWD workers to establish how they perform their tasks to serve the poor; gather verified information from stakeholders to appreciate their support to the program; understand the COA report to include the DSWD's response to the issues <i>[which unfortunately were not included in the PDI report last year]</i>; and yes, gather more information to determine if indeed there are convincing reasons that would warrant the hearing. <b>I am sure that this preparatory exercises can only result to two things, either you are able to formulate questions revealing your sound judgment or decide that the hearing is not necessary after all. </b></div>

<b>Not Running...</b><b>But Definitely, Not Running Away from Challenges...</b><br />

I was able to attend the dialogue initiated by Secretary Corazon Juliano "Dinky" Soliman with the National Project Management Office [NPMO] of the Pantawid Pamilyang Pilipino Program last Wednesday, January 14, 2015 at the DSWD Auditorium. I was informed about the dialogue just when it was about to start but I came ahead of the Secretary and was able to stay and complete the event. The dialogue with the Secretary gave me a better perspective of how we are working as a team to support the program, the challenges of improving the team and the service, and our priorities. I was also able to catch Secretary's statement regarding the "running" issue and her "friendly reminder" to the program staff to be kind and respectful to one another. I have here some of the most meaningful parts of the Secretary's discussions together with my own impression, opinion and stand on the issues.</div>

Indeed the Pantawid Pamilya beneficiaries are not passive participants of the program. They have their distinct roles and responsibilities that contribute much to the realization of its objectives. Pregnant mothers avail of regular check-up and children stay in school and get the health services they need. Parents attend monthly family development sessions and apply what they learn in caring for their families. </div>

Dole-out? - well, this is a common "alias" in lieu of the true essence of the program used by some critics who refuse to understand how the program works to eliminate the intergenerational cycle of poverty. These are the critics who have their own agenda to discredit the program and sow intrigues but are unable to introduce any better alternative to help improve the plight of poor families in the country. <b>The best proof of success are the gains experienced by our partner-beneficiaries. </b></div>

<b>Fixing the Gaps, Sustaining the Gains</b><br />

Amidst the criticisms, the Secretary said that <i><b>"it is also equally important to highlight the gains of the program that has so far sustained health services to mothers and their children, kept the children in-school, enhanced parenting skills and contributed to the improvement of the level of well-being of our partner-beneficiaries."</b></i><br />

The program is not perfect. The information systems are not perfect. Neither are the program implementors, partners and stakeholders. We acknowledge the gaps in the implementation of the program and we are initiating measures and interventions to improve our processes and procedures. We have responded appropriately to the audit observations and recommendations of COA and we will continue improving our policies and procedures to fix the gaps and sustain the gains of the program.</div>

Responding to criticisms is a regular feature in the Department's operation. We just need to ensure that we are able to provide the public the right information at the right time. We cannot choose the comments and criticisms we get from the public. We can only choose the way we respond. And the best way to respond to comments and criticisms is to provide the right and complete information to the public, at the time they need it and through the most appropriate and efficient modes of communication.</div>

Being transparent makes your action, intention and response to issues clear to everyone. Wrong information means wrong decision and wrong action.</div>

<b>Reengineering the Business Process, Enhancing the Systems</b><br />

The Secretary also emphasized the <i><b>"need to further improve the business processes and systems that support the program to attain efficiency in service delivery."</b></i></div>

It will also be necessary for us to ensure that the public understands the business process and systems flow of the Pantawid Pamilyang Pilipino Program. On December 1, 2014, a walk through on the Pantawid business process and systems flow was conducted by the combined team of the National Project Management Office [NPMO] and the Department's ICT Management Service for the state auditors of the Commission on Audit [COA]. The walk through provided the state auditors details of program processes and procedures from the identification of partner-beneficiaries, updates, compliance verification, and release of grants. Next steps include the state auditors' actual observation of the procedures during the the actual generation of compliance verification reports, generation of the notice of approved payroll action [NAPA] and the grants computation.</div>

<div style="text-align: justify;">
The Department's National Household Targeting System for Poverty Reduction [NHTSPR] provides the data on poor households identified through the administration of the Proxy Means Test [PMT]. An Eligibility Check Routine [ECR] is then administered to choose the eligible households and establish the list of potential partner-beneficiaries. List of potential partner-beneficiaries are posted and a community assembly registration is conducted. Subsequently, updates on the profile of partner-beneficiaries are fed into the systems as they are collected and verified by community-based workers. Compliance verification are generated as basis for the notice of approved payroll action which serves as the basis of computing the grants of partner-beneficiaries.<br />
<br />
Enhancement of the policies, business processes and systems are part of the updates that are provided to the Department's workers, partners and stakeholders.</div>

<b>Information Management is Key</b><br />

Secretary Dinky announced that <b><i>"the Department is coming up with an Information Management Bureau."</i></b></div>

I am part of the ICTMS team that provides technical assistance and support service to the Pantawid Pamilyang Pilipino Program National Project Management Office [NPMO]. We know very well that information management is critical to the success of our operations. Collecting and securing data, processing and transforming them into information are key processes for effective information management and communication.</div>
<br />
<div style="text-align: justify;">
Inline with this principle, the Secretary announced the creation of the Information Management Bureau [IMB] which will be composed of the Department's Information and Communications Technology Management Service [ICTMS] and the National Household Targeting Office [NHTO]. The ICTMS provides technical services along ICT policy development and enforcement, systems development, infrastructure management, security, service delivery and support. On the other hand the NHTO manages the National Household Targeting System for Poverty Reduction [NHTSPR] which is now aptly called as "Listahanan."<br />
<br />
To further enhance information management in the Department, the two offices shall merge to form the IMB. The merger will also pave the way for the consolidation of all IT staff of the agency to establish the enterprise information management strategy. The establishment of the IMB is also expected to trigger the meaningful transformation of the ICT teams at the DSWD Field Offices into Regional Information Management Units [RIMU] composed of the Regional counterparts of the ICTMS, NHTO and the Pantawid Pamilya IT Officers.<br />
<br />
This is a significant change that has long been anticipated by most of us. It opens the opportunity for the Department to unify the ICT service management functions and work teams, build the enterprise information management system and respond meaningfully to the challenges of the service. </div>

<b>Kindness and Respect </b><br />

Secretary Dinky provided a friendly reminder to the program staff to <i style="font-weight: bold;">"maintain kindness and respect to one another." </i>The Secretary expressed her concern about the tedious work being performed by the program staff to serve partner-beneficiaries. <i style="font-weight: bold;">"Though we have very tight work schedules and some things don't work as planned, we have no reason to be unkind to each other. We can always find solutions to issues by working together," </i>she added.<br />
<br />
Unknown to others and probably to most of our critics, Pantawid Pamilyang Pilipino Program follows a firm process implemented by the workers at the community level, the provincial and Regional levels and the Central Office of the Department. Identifying eligible households, conducting community assemblies and registration procedures, updating the profiles of partner-beneficiaries, conducting family development sessions, verifying compliance, processing cash grants, monitoring field operations, resolving grievances, processing and protecting the integrity of data, and maintaining the infrastructure and support services, are just some of the critical procedures of the program being implemented and managed by the program staff and support teams. These processes are initiated within a very tight timeline to ensure that partner-beneficiaries get the quality service they deserve. Given this very firm processes in a very tight timeline, everyone should really be kind and respectful to one another. </div>

The first time I was asked if Secretary Dinky is running for an elective position in the 2016 elections, my answer was <i>"I really don't know."</i> But after responding to the question, my mind was pre-occupied by thoughts about the possible implications, if indeed she runs for an elective position. </div>

The main issue I had in mind then was that <b>all of the Department's effort to help and serve the poor will come to naught if the Secretary decides to run for an elective position in 2016.</b> I believe that if she runs for any elective position in 2016, <b>it would be easy for the critics and the public to conclude that the CCT was used to establish the foundation for her candidacy. </b> That is how politics work in the Philippines. There is no doubt about it. But on the other hand, I know that we needed to listen to the DSWD Secretary about this. Her response would always be better than what others may have in mind about her intentions.<br />
<br />
Referring to the "running" question, Secretary Dinky said <b><i>"I am not running for any elective position in the 2016 national elections."</i></b> The Secretary said that the only "running" she may do is at the UP Diliman, for health and fitness. A program staff asked, "<i>What if the President insists that you run?" </i>The Secretary responded <i><b>"he will not, because</b></i> <b><i>the President understands and respects my stand about the issue."</i></b><br />

Finally, we have the firm response to the "running" issue. <b>Secretary Dinky is not running for any elective position in 2016, but Secretary Dinky is not running away from challenges. </b>Yes, it is always necessary to be "<b>mahusay at magiliw"</b> but more than these, we should always be<b> "matapat at matatag sa pag lilingkod."</b></div>

We have to be real. We need to be true.<br />

We have to embrace both the good news and the bad news.<br />

Meron bang matinong plano para sa implementasyon ng mapag-paunlad na pag tatalaga ng mga kawani? Dokumentado ba ang mga mga proseso at naihahayag, naibabahagi o naipapaliwanag ba ito sa mga kawani? Naka paskil ba ang mga kaganapang ito sa mga bulletin board para sa kaalaman ng lahat? Yes or no lang ang inaasahang sagot sa mga katanungang ito. Dalawang bagay ang nilalayon kong magawa sa umagang ito – una, ang magbigay ng ulat tungkol sa nahuling ibinentang DSWD relief goods sa isang kainan sa Tacloban City; at pangalawa, ang ulitin at mas bigyang-diin ang tugon ng aming opisina ukol sa isyu ng hindi malinis na relief warehouse na ‘di umano’y pagmamay-ari ng DSWD. </div>

Gaya ng lumabas sa balita, noong ika-3 ng Abril, ang aming Regional Director para sa Silangang Visayas na si Nestor Ramos ay nagpunta sa karinderya ni Gng. Marchita Ygrubay, 52 anyos, upang maghapunan. Ikinagulat ng aming Regional Director ang nakita n’yang mga sako ng relief goods na may tatak-DSWD sa kainan. </div>
<div style="text-align: justify;">
Kinabukasan din, nagtungo ang ilan pang tauhan ng aming kagawaran upang kumpiskahin ang mga naturang relief items. Pinaninindigan ni Gng. Ygrubay na hindi n’ya alam na bawal ang pagbebenta ng mga relief supplies at na ginawa lamang n’ya ito upang tulungan ang mga nagbenta sa kanya, na nagsasabing mga biktima ng Bagyong Yolanda. </div>
<div style="text-align: justify;">
Para sa kabatiran ng lahat, ang bawat family food pack na ipinamimigay ng DSWD ay may nakatatak na “DSWD Relief Supplies, Not for Sale.” Ang hindi pagsunod dito ay itinuturing na paglabag sa Anti-Fencing Law (at National Disaster Risk Reduction and Management Law) na nagtatakda ng parusang hanggang 12 taong pagkakakulong depende sa halaga ng mga goods sa sinumang mapapatunayang nagkasala. Kasalukuyang inihahanda ng aming tanggapan ang mga kaukulang papeles upang makausad ang planong pagsasampa ng kaso sa mga sangkot sa pagbebenta ng relief goods. </div>

Lumabas din noong isang lingo sa isang TV station ang balitang nagpapakita ng isang hindi maayos na relief warehouse sa Tacloban City at sinasabing ito, ‘di umano, ay pinangangasiwaan ng aming kagawaran. Sa unang bahagi, ipinakita sa video ang kuha sa harap ng aming warehouse na kita ang panandang “Task Force Yolanda – DSWD Hub”. Ngunit, sa kalagitnaan ng footage ay nag-iba ang lugar at nagpakita na ng mga nakakalat na basura at patay na manok katabi ng mga sako ng dapat ay relief goods. Lumabas ang balitang ito noong ika-27 ng Marso sa Interaksyon.com. </div>

Kung gagawin ang simpleng matematika, mahihinuhang maaaring nakuha ang video ng Miyerkules, pinakamatagal na ang Martes, bago ang Huwebes kung kalian naisahimpapawid ang balita. Unang punto: Ako ay nasa Tacloban City ng ika-25 ng Marso, Martes, upang samahan sina Australian Ambassador Bill Tweddell nu’ng umaga at si Spanish Minister Jose Manuel Garcia-Margallo nu’ng pagdating ng hapon. Pinuntahan at inikot namin ang aming relief hubs. Kinabukasan, mga kinatawan naman ng World Food Programme ang sinamahan ng dalawa naming Assistant Secretaries sa aming relief hub. </div>

Sa ganang akin, napaka-imposibleng hahayaan ng aming mga kasamahan na hindi maayos at may nabubulok pang manok na nakakalat sa aming relief hub, lalo’t alam nilang may mga bisitang mag-iikot sa mga araw na iyon. Sigurado akong hindi ito hahayaan ni Lorfel, isa sa mga staff namin sa Field Office VIII, na mangyari. Araw-araw, alas-sais y medya pa lang ng umaga’y nasa hub na s’ya para pamunuan ang mga nakikibahagi sa food-for-work program ng DSWD, na bukod sa pagre-repack at pagbubuhat ng food packs ay sila rin ang kinukumisyon naming magpanatili ng kalinisan sa warehouse. Na bagaman biktima rin ng bagyo at nasugatan pa nga sa braso, nagtatrabaho s’ya hanggang alas-otso o minsan ay hanggang alas-onse pa ng gabi para lang mapangunahan ang mga food-for-workers na ito. O kung may kalat man, siguradong mapapansin agad ‘to ni Jieva, isa pang kawani sa DSWD Region VIII. Alas-singko pa lang ng umaga, nag-iikot na s’ya sa para tignan kung maayos ang lahat. Ang pagsisiyasat din ng warehouse ang huli n’yang ginawa bago umuwi… sa isang tent sa likod ng aming relief hub. </div>

Matapos kaming makipag-ugnayan sa mga kakilala namin sa nabanggit na istasyon at maglabas ng paglilinaw ukol sa isyu, patuloy pa rin nilang pinaninindigan ang kanilang mga naunang ulat. Dito rin nila binaggit na ang warehouse na kanilang tinutukoy ay ang warehouse sa Barangay Caibaan, Tacloban City. Pangalawang punto: Wala po kaming warehouse sa Brgy. Caibaan. Ang aming DSWD Relief Hub ay nasa Barangay Apitong, Tacloban City, Leyte. Ayon pa impormasyong aming nakalap, ang warehouse na nasa Caibaan ay pinamamahalaan ng mga United Nations agencies na World Food Programme (WFP) at UNICEF. Ito ay kinumpirma ng isang kinatawan ng WFP sa pakikipag-ugnayan ng aming Field Office sa kanila. Muli, ang warehouse na tinutukoy nilang nasa Brgy. Caibaaan ay hindi sa DSWD. Ang warehouse sa Tacloban City ay matatagpuan sa Brgy. Apitong, Tacloban City. </div>

Binanggit din sa parehong programa ang ilan pang nakaraang isyu gaya ng ‘di umano’y trak-trak ng relief goods na nilibing sa Palo, Leyte at ang nabulok na relief goods sa Barangay Gacao sa parehong lalawigan. Ito ay pinatunayan ng isang sertipikasyon mula sa kanilang Municipal Health Office na s’ya ring nagsabi na ang mga naturang pagkain ay hindi na mapakikinabangan ng tao. Sinabi na rin ng kanilang Municipal Social Walfare and Development Officer na si Rosalina Balderas na ang mga naturang donasyon ay nagmula sa mga pribadong grupo at hindi sa DSWD. </div>

Pribadong mga donasyon din ang mga nasirang relief goods sa Brgy. Gacao at hindi galing sa aming agensiya. Ngunit, taliwas sa mga napaulat, hindi na ito ipinamigay pa ng kanilang Kapitan dahil nga sa ang mga ito ay hindi na maaari pang makain. </div>

Labis naming ikinadismaya na ang mga paglilinaw mula sa aming kagawaran, na matagal na naming inilibas at ilang beses nang inulit, ay hindi binanggit sa palabas. Seryoso kami sa aming trabaho lalo’t higit ang mga nasa Field Office VIII. </div>

<b>The reassignment order: What's wrong with it?</b></div>

Nothing was wrong with the reassignment order but the timing and the manner by which it was delivered was wrong. Wrong timing because the reassignment was announced right after the arrest of Lee - a very simple reason why such became the subject of suspicion and interpreted or misinterpreted as a punishment and not a reward. The reassignment order, if it was indeed a reward or incentive for Senior Superintendent Conrad Capa, could have been announced and presented on a later date and probably in a formal ceremony similar to what they had on April 1, 2014. The PNP should know our culture and the kind of media we have. Nothing can escape the kind of scrutiny the public and the media does with such events or turn of events. The PNP could have been more cautious about the timing of such reassignment order. </div>

Capa's reaction did not go through the PNPs grievance mechanism. It was an outburst captured by the media and fueled further by the statements released by the Senior Superintendent. Capa could have discussed the matter directly with PNP Chief Alan Purisima or he could have filed his complaint or grievance. But we still argue, what's wrong with going to the media? And what do we mean by professionalism? Nothing is wrong about going on a "media tour" if it is at the right time, right manner and for the right reason - meaning, when going out in the open becomes really necessary to prevent neglect or abuse. On other hand professionalism is exhibited when you are able to sustain commitment to policies and procedures, norms of behavior and respect for individuals, your institution and the community you serve while maneuvering in a very challenging situation. To some professionalism is nothing but a good behavior backed-up by pure intentions. Still to some professionalism is simply being civil even though you have bad intentions. </div>

<b>The scolding: What's wrong with you? </b></div>

Scolding somebody in public reveals your personal feelings about the subject person's behavior or the event. This is least expected from a leader much more if one does it without naming names or what we call in the showbiz jargon as "blind item". If scolding somebody in public is necessary then the leader may do it in such a way that he maintains respect not just on the subject person but to his own person and the position he occupies. There are better ways to do scolding in public without the risk of being "measured" by those who witness such. Some leaders know it. Others do not. Still others refuse to do it. True enough, leaders must be tough to enforce policies and implement decisions. But leaders must be ready to face comments and criticisms including complaints and grievances and whether it follows the prescribed procedure or not. Again the norms of behavior, and of course professionalism, but this time in the highest level. </div>

<b>November 5-6, 2013</b><br />
I actually started monitoring Tropical Storm "Yolanda" [International Name: Haiyan] on November 4, 2013. On November 5-6, 2013 the DSWD Assistant Regional Directors [ARDs] were in Berjaya Hotel in Makati for the Leadership Training. The leadership training officially started in the morning of November 6, 2013. In the afternoon of the said day, Dir. Ritzie Sampang of the Capability Building Bureau [CBB] called on the Assistant Regional Directors of Regions 5, 6, 7 and 8 to us of Secretary Dinky's advise for us to travel back to our respective regions and prepare for Typhoon "Yolanda's" landfall.<br />
<br />
Earlier on that day ARD Nong Ramos of Region 8 and I agreed to have a "session" in the night of November 6, 2014 to talk about issues on regional operations. It turned out that we will never have such time to sit down and discuss as we have to travel back home early in the morning of November 7, 2013. Dir. Nong was actually hesitant to travel back home to Tacloban City but I told him "Nong, kami nga na hindi naman direktang tatamaan ni Yolanda uuwi na bukas, eh ikaw na direktang tatamaan nag dadalawang isip ka pang umuwi." Dir. Nong did not answer back. He just looked at me and went back to his room. At 2 o'clock in the morning of November 7, 2013, I saw Dir. Nong as he went out of the door to catch the first flight back to Tacloban City. I just told myself "tinalaban si Dir. Nong ng mga sinabi ko ah?"</div>

Together with ARD Cora Miña, I took the first flight back to Legazpi at 7:00 o'clock in the morning of November 7. A meeting of the DSWD Field Office No. V Emergency Management Team [EMT] was convened by Director Arnel B. Garcia. Preparations, contingency measures, responsible persons, schedules and other requirements were identified and the team went on to initiate actions. I recommended to Dir. Arnel Garcia to request Governor Joey Salceda for the possible use of Albay Astrodome as repacking center. </div>

In the afternoon of the same day upon arrival from Manila, I started to serve as coordinator of the DSWD Field Office No. V repacking hub at the Albay Astrodome. Upon the request of Dir. Arnel B. Garcia, Governor Joey Salceda of Albay cancelled all scheduled events in the Albay Astrodome and allowed the DSWD FO V to utilize the venue for repacking of goods that will be sent to Samar [The initial instruction was for us to transport all relief goods to Tacloban City. Later the DSWD Field Office No.V was assigned to cover Samar in its augmentation support to relief operations]. The initial repacking of relief commodities started in the afternoon of November 7, 2013. In the morning of November 8, 2013, we paused for a while as we watched and felt Yolanda passing by. We never thought how bad it was in other areas until we got the news about Region 8. </div>

From then on we continued repacking of food commodities in Albay Astrodome. Volunteers from all walks of life came to help. Organizations, students, alumni associations, fraternities and sororities, public and private sector employees, individuals, tambays and barkadas went to the Albay Astrodome to help. Yes the response of the community to our call was overwhelming and heartwarming. We had up to 500 volunteers at one point and the average of 250 on a daily basis. DSWD V took charge of providing food for volunteers coming from the AFP, PNP and other government agencies while the Provincial Government of Albay provided for the requirements of other civilian volunteers. <b>For volunteers who are engaged in the demanding physical work</b> [hauling of repacked food items and food supplies for repacking, loading of food commodities for transport to Easter Samar, relocation of food supplies and repacked food items in the repacking hub, etc] <b>the usual food from popular food chains proved inappropriate.</b> This was the reason why we opted to hire a cook who prepared the appropriate food for the volunteers. While a one piece chick'njoy would be fine for a volunteer participating in the lighter side of the repacking operations, this would not be appropriate for a volunteer who is involved in the handling and hauling of heavy food supplies and relief commodities. <b>Whether for regular workers or volunteers nutrition is an important aspect in the operation that should never be ignored. </b><br />
<b><br /></b>
<b>A sound system also helped us a lot in doing the daily orientation of volunteers and in providing announcements and advisories.</b> We also utilized it to play some good music to liven up the spirit of the volunteers who would normally respond by dancing, shouting slogans or applauding. The sound system also helped us announce lost and found items or even page for persons in the repacking hub whenever people come looking for them. I can recall one case when a mother came looking for her daughter who joined her volunteer-schoolmates but failed to ask permission from her parents. And another incident where a boy came to the repacking hub to look for her mother who turned-out to be so engrossed in her repacking job that she forgot that it was already late.<br />

For the publication of the day-to-day operations and accomplishments of the repacking hub, <b>a laptop and a flat monitor was set up where presentations were displayed providing updates, data and information</b> to visitors and guests. Being part of the and the repacking hub operations, sharing of such data and information makes dealing with the public's queries and need for information a lot easier. Nevertheless, a <b>staff should always be available to respond to some questions and do some explanation to support the published data and information. </b><br />

We had a simple team of coordinators. For the Province of Albay we had <b>Ms. Eden Gonzales </b>who was really quick on mobilizing volunteers and transportation services. From the Philippine Army we had <b>Lt. Rod Oporto</b> who coordinated the day-to-day volunteer service of the men and women in uniform. On a daily basis and as volunteers arrive, I conduct orientation and usher the volunteers in their workplace. Coordination with the DSWD5 procurement and supply team is also done on a daily basis to check on the availability of food commodities and materials needed for repacking. The flow of volunteers was overwhelming. In fact we often run out off food commodities and materials for repacking as the volunteers can really be fast in doing their tasks. whenever these happen, we mobilize volunteers to clean the place and organize the relief commodities. <b>Ms. Fen Cantuba</b>, head of the Provincial Operations Office for the Pantawid Pamilyang Pilipino Program in the Province of Albay provided support in our day to day operations. She assumed the duty I normally do whenever am not in the repacking hub. A well-trained social worker, Fen was so efficient in providing support to the operation. Members of the DSWD5 Emergency Management Team [EMT] were also organized to render round-the-clock duty at the Albay Astrodome Repacking Hub. <b>A quick daily roundtable to check on the progress of the operations and to troubleshoot problems and get agreements for execution of needed interventions, helps a lot in managing the repacking hub. If we cannot do it face to face, cellphones come handy in the exchange of information. </b><br />

In entire duration of our operation, the Albay Astrodome Repacking Hub was open to media representatives who normally come to conduct interviews, get updates, and take photographs or videos of the repacking activities. Friends from the media are normally interested in gathering information about the number and kind of food commodities for repacking, repacked goods, relief commodities transported to the affected areas for distribution, the number of volunteers, problems experienced in the operation and solutions initiated by coordinators and of course other issues that attract readers, viewers and listeners. <b>A good working relationship with the media is maintained when we are open and able to provide them updates about the operations at the time they need it most for print and broadcast requirements. If we are open and candid about the problems we experience and the solutions and interventions we initiate, we are able to get suggestions and support instead of criticisms. Media interviews are opportunities that we should never ignore. </b><br />

My tour of duty in the Albay Astrodome Repacking Hub came into an abrupt end when I received an Office Order requiring me to serve as Officer-In-Charge of the DSWD Disaster Risk Reduction and Response Operations Office [DRRROO] in Pasay City which has under its supervision the National Resources Operations Center [NROC]. No questions asked, I bid goodbye to my partners in Albay Astrodome and took the first flight to Manila on November 22, 2013. Arriving in DRRROO Pasay City, I immediately sensed the different kind of storm that hit the organization. I will share with you the best moments I had at DSWD DRRROO as far as my memory can - from working with the DSWD disaster operations team, coordinating with representatives of partner agencies and the private sector, monitoring the repacking hubs and movement of donations and relief commodities, attending meetings, meeting representatives of donor countries, responding to media interview, sending report to Radyo Veritas Legazpi, making some documentation of my experience, and many more.</div>

The NROC was teeming with volunteers when I arrived. Ronald assisted me to the dormitory at the 2nd floor where he introduced me to my bed as the newest bed spacer in the organization. Ronald also introduced me to some staff who really did not have much time to interact with me as they all looked busy. There was no orientation, no introduction. Times like this you have to hit the road running, and yes I did hit the road running fast with the team. "Augmentation" staff from DSWD Central Office and Field Offices were everywhere - at NROC and the various repacking hubs, storage facilities and ports such as those in Villamor Airbase, Manila International Container Terminal [MICT], Delpan Bridge Commander's Wharf, Ninoy Aquino Stadium, Philippine Navy, the J&Y Warehouse in Cupang Muntinlupa, SWADCAP in Taguig. the operation was 24/7. The food, consists of three [3] meals and snacks? [i cant recall if it was included as am not really keen on remembering if snacks were provided, in the first place snacks is not a regular feature in my life]. I noticed that food was never customized to the requirements of those for whom it was intended. Different people doing different work in different environment, get the same food everyday. <b>In various ports, terminals and other public places we visit, we normally see the sign: "Don't leave your valuables unattended!" If human talents are most valuable, then we should not leave them unattended.</b><br />
<br />
In one of the NDRRMC meetings I attended, I was asked to define what we mean by "affected population" in our report. We have been using this phrase in our report for so long already and at the height of the Typhoon "Yolanda" operations, one is being asked to define it. <b>Indeed, everyone in the organization or all those involved in any operation should have one and the same understanding of commonly used words and phrases to ensure effective communication.</b> It turned out that the DSWD definition was sought as basis for coming up with a new definition of "affected population" for purposes of providing rehabilitation services. We have calculated our capacity to work alone or work harmoniously with others in the past disasters but Typhoon "Yolanda" changed everything including the definition of the group we normally serve which suddenly became unacceptable to some though its been there for quiet sometime.<br />
<br />
Part of the work I had to do was to meet representatives of donor countries at the Ninoy Aquino Internal Airport, the sea ports in Manila, Department of Foreign Affairs and Bureau of Customs. At one point when I represented the Department in the ceremony for the Myanmar donation at NAIA Terminal I, I noticed some boxes being offloaded from the plane which were marked "Do Not Offload." Worrying that the boxes were not part of the donations, I advised an officer of the Philippine Air Force about it. It turned out that I was right. The boxes were not supposed to be offloaded, not just because they were not part of the donation but because they were aviation tools that should remain in the plane. The representatives of the donor country laughed a lot when we told them about it.<br />

In another occasion at Pier 15, I delivered this message which I composed while the ceremony was going on after being advised by the Ambassador to say something to acknowledge the donation: <i>"His Excellency, Ambassador... To our friends from the media. Distinguished guests, officials, men, women and children present here tonight, good evening. In behalf of Secretary Dinky Soliman of the DSWD, we would like to express our heartfelt gratitude to the people of Indonesia. The fury of Haiyan really humbled us, but the response of the international community lifted us and gave us strength. This experience helps us learn how to improve our response to the affected population. It tells us that we are not alone, we will never be alone because the world is always ready to help. With your help, we are continuing relief operations in the affected areas. we have established hubs for the production and distributions of relief goods. We continue to mobilize volunteers and we are now moving towards rehabilitation and reconstruction. Soon it would be toward normalcy. For sure we will never run out of helping hands and hearts. Once again from the bottom of our hearts, thank you very, very much. Mabuhay, Indonesia."</i> Going down the stage, the Ambassador shook my hand and told me <i>"Great speech!"</i> I just replied <i>"Thanks a lot, Sir!"</i> Back in our table, my companions from other government agencies told me, <i>"Sir, you can probably teach us how to do that kind of impromptu speech."</i> I just smiled and looked back at the notes in my phone.<br />

The interview conducted by Ms. Maan Macapagal was done at the JY Warehouse in Cupang, Muntinlupa. It was coordinated by the Social Marketing Service [SMS] through Ms. Geng Fischer and Mr. Leo Bernal. We explained to ABS-CBN that donated goods are normally examined and sorted to avoid breakage of bottled goods and to redistribute some items so that beneficiaries will not be receiving so may similar items in one pack. We also featured in my facebook album the Bb. Pilipinas-Universe ladies when they visited NROC to render volunteer service. They did repacking of food commodities and had a lively interaction with the other volunteers.<br />

I can still recall when I joined DSWD Regional Field Office No. V 26 years ago - that was in 1988 - when the first Disaster Management Training Program was conducted participated by representatives from various agencies. It was a period of knowing more about hazards and enabling and enhancing the competencies of the service providers in dealing with disasters. But while service providers studied about hazards, warning systems and the principles and processes of vulnerability and capacity analysis, little attention was given to the fact that what the service providers know must also be known to the potential victims of natural and human-induced hazards [man-made disasters before]. It cannot be denied that the families and communities need such training as much as the service providers do. Understanding the hazards and their vulnerabilities and capacities are the most basic knowledge that families and communities should learn for them to appreciate the significance of being prepared.<br />
<br />
In the 1990s we already had the family and community disaster preparedness [FCDP] training program. In fact, I was part of the team that conducted the pilot testing of the FCDP in Barangay Cogon, Irosin, Sorsogon - a barangay that is situated at the slopes of Bulusan Volcano.<br />
<br />
The pilot testing of the training program was conducted right in the heart of Barangay Cogon in a somewhat classroom-type of a facility. We had a small group of family-participants. I can no longer recall the number of family-participants but i can still vividly remember that each family-participant was composed of the father, mother and two children. During the first day of the three-day training, we were all glad to see 100 percent of the identified participants. On the second day, we have noted that either the father or the mother or one of the children is already missing. More family members failed to come on the final day. The reason? - either of the family members or most of them have to attend to their farm, business, occupation or income generating activities. Our realization? - we cannot just focus on the training program - we need to consider the fact that family-participants need to sustain their daily income while attending the training program. The training program is necessary but the day-to-day activity to generate income for the needs of the family is more important. Indeed, how can they sustain their active participation in the training program when at the end of the day they will worry about the food for their families? The "Food-For-Training" or "Cash-For-Training" was the most logical and practical proposition then to provide [not necessarily compensate the families] a replacement for the income that the family-participants will forego while attending the training program. Funding support for this must be included in the budget that will be allocated for the training program - this was part of the training team's recommendation.<br />
<br />
Series of family and community disaster preparedness training programs were conducted in Irosin, Sorsogon in the years that followed. Barangay officials also had their distinct training program that also included the formulation of ordinances and programming and budgeting for disaster risk reduction and management [disaster management before].<br />
<br />
Yes, after witnessing the impact of typhoon "Yolanda" and joining the Department's response team in my simple way, my previous activities on disaster risk reduction and management in Bicol region were reconstructed in my mind. Never underestimate the power of nature. Let’s check at least numbers 1, 3 and 4 and think about being a responsible blogger. <br />

1. <b>Check your facts:</b> technology makes it incredibly easy to produce and share content nowadays. The result is that information is spreading like fire through social networks, bookmarking sites and blogs. Unfortunately we are talking about both correct and incorrect information. Make sure to <b>check your facts before publishing posts or articles, else you might not only look dumb, but also misinform and damage other people.</b><br />

2. <b>Respect Copyright Law:</b> people wrongly associate online content with public domain content. Did you know that every published material is copyrighted even if it does not show a copyright notice? More importantly, even if you remove the copyrighted content after the author contacts you the copyright infringement will still exist. Learn the basics of the Copyright Law to avoid costly mistakes.<br />

3. <b>Consider the implications:</b> as mentioned before information on the Internet spreads like fire. Consider the implications of what you write, and <b>remember that once you hit “Publish” you will immediately lose control over those words. </b><br />

4. <b>Control the comments: </b>anything that is published on your blog is your responsibility; that means that you should <b>control not only the information that you include on the posts and articles but also what your readers add through the comments.</b> First of all you could create a comment policy and attach a link to the comment form. This will ensure that readers are aware of what they can and can not say in a comment.<br />

5. <b>Give credit where credit is due:</b> always reference your sources. If you do not want to mention an external website on your content just add a link at the end of the post saying “via: reference.com”. This practice is not only important under an ethical point of view, but it also ensures that readers can eventually dig to the root of the facts. Secondly even if you are using free templates or open source software like Wordpress make sure to credit the authors.<br />

6. <b>Disclose professional relationships:</b> if you work for a company or institution disclose it on the “About” page. Explicitly declare that the views expressed on the blog are yours and not the ones from your employer (unless you are blogging for that employer, obviously).<br />

7. <b>Disclose sponsored posts:</b> sponsored reviews represent an efficient way for advertisers to build buzz and for bloggers to earn money. It is essential, however, that you make your position regarding those posts transparent in front of your readers. First of all you can insert a disclosure notice at the end of the sponsored post. Secondly you can create a dedicated page on your blog outlining how sponsored reviews will be treated and what the readers should expect from them. <br />

8. <b>Be transparent with affiliate links: </b>many affiliate marketers use techniques like “link cloaking” so that readers are not able to identify affiliate links. While this method might increase your revenues on the short term it will probably be a bad idea over the long run. A deceived visitor is a lost visitor. Focus and on creating value for the reader and you will not even need to hide your affiliate links; if people believe in your work they will certainly accept your recommendations for products.<br />

9. <b>Respect Tax Law:</b> bloggers and webmasters tend to equate online money with tax-free. If you earn money through donations on your site you will need to pay taxes. The key factor is whether your blog is a hobby or a business. There is no definitive answer for this question, but a good starting point is whether your earnings are higher than your expenses. Do not forget to take into consideration the contributing writers as well. <br />

10. <b>Avoid “blackhat” methods:</b> there will always be people trying to game the system, trying to find the shortcuts. Guess what, there are no shortcuts. If you want to make your blog or website popular or profitable just work hard and the results will come. What is more important, the results from hard work are solid, they will not vanish over night. By “blackhat” methods we mean trying to cheat social bookmarking sites (i.e. buying Diggs), trying to cheat search engines (i.e. hiding text behind images) and the like. Those methods certainly will bring some benefits, but they are not sustainable. Here is my opinion on the blog:<br />

I reviewed the article but failed to see pictures of “relief goods rotting in DSWD warehouses.” All pictures show relief goods in perfect condition. I am also surprised why Ella quickly called for help to spread the word [virus as others call it] without further data gathering and verification. <br />

Then Ella wrote:<br />

<b>“I never imagined that my post will stoke a hornet’s nest this big. Not in my wildest dreams. It’s plain to see that it’s out of my hands. People reposted and it became viral.”</b><br />

Ella, we have to take note that earlier you wrote: “I’m asking your help to spread the word. Tulungan po ninyo akong ikalat ito.” Ella, for whatever reason, you grew inconsistent here. While at first you asked for help to “spread the word,” now you seem surprised of the results of what you wanted to happen. Ella seems to be a confused troll [Wikipedia says - In Internet slang, a troll is someone who posts controversial, inflammatory, irrelevant, or off-topic messages in an online community, such as an online discussion forum, chat room or blog, with the primary intent of provoking other users into an emotional response or of otherwise disrupting normal on-topic discussion.<br />

Ella also said:<br />

<b>“I therefore conclude, social media rule.”</b><br />
<br />
Ella, this is nothing new. Unfortunately it is only now that you are realizing this.<br />

Then finally today, Oct. 25, 2009, Ella started to loose potency as she wrote:<br />

“Everyone has seen and heard what I had to say. All I did was ask the right questions that sparked a controversy. No hidden agenda. It has even come to the point that I am being maligned as a person. My words are being twisted and each point I say is discussed endlessly.“</b><br />
<br />
Ella, your error was that you really did not asked questions, much more the right questions. You had your speculations and you quickly asked people to “spread the word” and “Ikalat ito” as you said. In my opinion it is outright malicious. You need not complain now. You have maligned others hence it is not surprising that those you have maligned will respond. They feel that your words twisted the facts hence it is not surprising that those who were affected will respond to fix what you have twisted, and yes it could be endless. <br />

Ella, you are not just a blogger who wanted to know what’s going on. You are actually a troll. You really did not accuse anyone of hoarding or pilferage because you really cannot. But I believe your article and the manner by which you presented it have falsely maligned the DSWD organization, its officials and employees through your malicious imputations and speculations. You cannot really claim to be a balanced, responsible journalist because you are not but you can easily qualify as a troll. You could have done better if you chose to be a real blogger. <br />

Ella, again your error. You are really a troll [get back at my definition above]. You published to provoke and disrupt then you say, you have nothing more to say. That you have no intention of putting the hard-working DSWD employees in bad light. But you just had. In fact not only the DSWD officials and employees but their families and the country as well. It is really difficult when you fail to recognize the potential damage that your blog can do. More difficult to accept the actual damage you have done. That is the reason why we really need to be careful about our blogs.<br />

Ella, there is nothing new with this. Bloggers really have the responsibility to manage responses and comments.<br />

DSWD has a problem deploying relief goods. I know each of us have our own stand regarding this situation. Ella, you could have made such statement before you published your article and asked others to spread it. I did not find this objective in your original post. What I read was your call for people to spread the word and “ikalat to” and your litany of malicious imputations and speculations. If this was your purpose, you could have given justice to your blog and to the network if you put it forward earlier as your main agenda. Your blog was an unguided bullet, something like “to whom it may concern.” You really did not have a good purpose and clear target. It was only meant to provoke and not to solve any issue. You could have established your blog in a proper perspective and framework.<br />
<br />
I read this Blogger's Code of Conduct in Wikipedia. Hope bloggers can get something from it to enforce civility on their blogs by being civil themselves and moderating comments on their blogs. Author O'Reilly said, "I do think we need some code of conduct around what is acceptable behavior, I would hope that it doesn't come through any kind of regulation it would come through self-regulation:<br />
<br />
1. Take responsibility not just for your own words, but for the comments you allow on your blog.<br />
2. Label your tolerance level for abusive comments.<br />
3. Consider eliminating anonymous comments.<br />
4. Ignore the trolls.<br />
5. Take the conversation offline, and talk directly, or find an intermediary who can do so.<br />
6. If you know someone who is behaving badly, tell them so.<br />
7. Don't say anything online that you wouldn't say in person.<br />

The relief goods are released to our Regional Offices or directly to evacuation centers or to the local government units as they are needed and requested by these entities. They are delivered in trucks, many of which were lent to us by private companies or by military vehicles. Some of the goods are shipped by air from nearby Villamor Airbase.<br />
<br />
When typhoons Ondoy and Pepeng hit the country, we received and are continuing to receive donations. Our warehouses are indeed full, inspite of the fact that we have distributed 500,000 food packs and 200,000 clothing packs as well as thousands of sacks of rice, blankets, beddings, and items of personal hygiene in the past almost 4 weeks. That is the reason why when asked if we still have enough goods, my constant reply is yes, so far we do, thanks to the many kind-hearted individuals and organizations as well as countries who responded and are still responding to the plight of the typhoon victims.<br />
<br />
There are no rotting relief goods in our warehouses as we do not keep perishables there and the relief goods that are there, save for the donated old clothes are quite new since they have been either recently purchased by us or have been just donated.<br />
<br />
Our goods are repacked by volunteers who are there because they want to help. But they are volunteers and report when they have time to help us. Sometimes there are two hundred of them and sometimes there are only a dozen. However many or few they are, we appreciate their presence and their assistance. Weekdays are usually quiet but on Saturdays and Sundays, the students, along with others who work Monday to Friday, including our own employees, are there.<br />
<br />
Our staff at the warehouse work round the clock even now, making sure that the requests for relief goods are met in a timely manner. They work hard, they work quietly and they work humbly and I feel bad that they have been subjected to public vilification that they do not deserve.<br />
<br />
I do not recall having talked to an Editor of Philippine News. I do remember my secretary telling me that someone was on the phone asking why there were no volunteers working at the warehouse. My reply was we do not own the time of the volunteers.<br />
<br />
I wish that I could have prevented the deaths from typhoons but in fact, they have nothing to do with the relief goods that we are in charge of. Most of the deaths were from drowning or injuries sustained during the typhoon. Some died of illnesses. We are not in charge of rescue nor are we in charge of health and to the best of my knowledge, none of the deaths was due to absence of or delay in the delivery of relief goods.<br />
<br />
We would like to assure all of you that the relief goods will reach the intended beneficiaries as they become necessary and will be used only to assist them. However, the relief goods don’t all go out at the same time and an empty warehouse is not proof that the goods were used properly just as a full warehouse is not evidence that the goods are being hoarded. It includes an updated list of donations received and goods released from the DSWD warehouse.<br />

There are many aspects of disaster response. They include recovery and rehabilitation and in both instances, goods and other resources are still needed. In the initial reaction to a calamity, people will want to help and as we saw recently, they came in droves, offering their time, their talent and their resources. We want them to know how much we appreciate them for what they have done and what they are still doing. But further down the road, when the initial flush of generosity gives way to donor fatigue, there will remain only a few hardy NGOs and volunteers and the workers of the DSWD and other government agencies to continue the job of helping the disaster victims back on their feet. Judicious use of resources at the outset is imperative lest we face the situation of even greater want after a period of relative plenty.
